1. The air damper works only at cold start of the engine.
2. Remove the air filter. Tag and disconnect the vacuum hoses.
3. The damper will be visible through the opening of the filter housing.
4. Step on the pedal "gas". The damper must close completely. Start the engine, the damper should start to open slowly. Do not keep your face close to the carburetor, it may flash back and cause burns.
5. Let the engine idle. As soon as it warms up to normal temperature, the damper should open completely.
6. Make sure that the idle speed has reached the normal value: with the throttle fully closed, the idle speed is maximum, as the engine warms up and the air damper opens, the engine speed decreases.
